Overview of Student Immigration to Cyprus

The Republic of Cyprus maintains specific immigration protocols for international students intending to pursue higher education. These regulations are governed by the Civil Registry and Migration Department (CRMD) and differ significantly based on whether the student is a citizen of a European Union (EU) member state or a Third-Country National (non-EU).

For the 2025/2026 academic year, all international students must be enrolled in a recognized educational institution that has been approved by the Ministry of Education, Sport and Youth. Participation in full-time studies—typically defined as a minimum of 15 credits per semester—is a mandatory requirement for maintaining legal residency status.

Visa Requirements for Non-EU Students

Non-EU students (Third-Country Nationals) must navigate a two-stage process: obtaining an entry permit before arrival and applying for a temporary residence permit (frequently referred to as the "Pink Slip") after entering the territory of Cyprus.

Entry Permit Process

Most students must apply for an entry permit through the Cypriot Embassy or Consulate in their home country or via their chosen educational institution. The application fee for an entry permit is approximately 70 EUR ($77 USD, Jan 2026).

  • Valid Passport: Must be valid for at least one year or the duration of the intended stay.
  • Clean Criminal Record: A certificate from the home country’s police authorities, issued within the last six months.
  • Medical Certificates: Evidence that the applicant does not carry communicable diseases (Tuberculosis, Hepatitis B and C, HIV/AIDS, and Syphilis).
  • Bank Guarantee: A deposit or guarantee ranging from 350 EUR to 850 EUR ($385 to $935 USD, Jan 2026), depending on the student's country of origin, to cover potential repatriation costs.

Temporary Residence Permit (MFOR6)

Within seven days of arrival in Cyprus, students must register with the local Immigration Branch of the Police. The application for the Temporary Residence Permit costs 70 EUR ($77 USD, Jan 2026) for the initial issue and 70 EUR ($77 USD, Jan 2026) for subsequent renewals. Students are also required to contribute to the General Healthcare System (GHS/GESY) or provide private health insurance coverage.

Regulations for EU and EEA Nationals

Students who are citizens of EU or EEA member states do not require an entry visa to study in Cyprus. However, if their stay exceeds 90 days, they must apply for a Registration Certificate, commonly known as the "Yellow Slip."

The application for the Yellow Slip (form MEU1) should be submitted to the Civil Registry and Migration Department. The fee is currently 20 EUR ($22 USD, Jan 2026). Required documentation includes:

  • Proof of enrollment at a recognized Cypriot educational institution.
  • Evidence of sufficient financial means to support themselves without relying on the social assistance system.
  • Comprehensive health insurance coverage or a European Health Insurance Card (EHIC).

Employment Rights and Financial Requirements

The Republic of Cyprus permits international students to work under specific conditions to supplement their income, though employment should not be the primary purpose of their stay.

Working Hours and Sectors

Non-EU students are permitted to work for a maximum of 20 hours per week during term time and up to 38 hours per week during official vacation periods. Access to the labor market is only granted after six months of residence in Cyprus. Students are restricted to specific sectors, such as:

  • Hospitality and Tourism (hotels, restaurants, cafes).
  • Delivery services.
  • Agriculture and animal husbandry.
  • Cleaning services.

Students must obtain a written employment contract and have it stamped by the District Labor Office.

Financial Sufficiency

Applicants must demonstrate access to sufficient funds to cover tuition fees and living expenses. For 2025/2026, the estimated minimum living expense requirement is approximately 7,000 EUR ($7,700 USD, Jan 2026) per academic year, excluding tuition fees. Proof can be provided via bank statements, scholarship letters, or notarized sponsorship declarations.
